As a People Systems HCM Consultant, you will be welcomed into a dynamic and inclusive People team where you will support the HCM project team to implement and deliver ResourceLink HCM and Payroll Bureau service that supports the work of the People team at the IOPC.

ResourceLink and MyView supports the work of the People team at the IOPC, implementing the new system will benefit the entire organisation and its people management process. 

We are looking for someone with a proven ResourceLink HCM implementation background, with the technical skills to support the project. The individual will also need to demonstrate attention to detail and be able to implement and communicate effectively with stakeholders.  

You will be working collaboratively with the internal and external project team to deliver a seamless implementation of ResourceLink HCM and Payroll Bureau by acting on the technical requirements and objectives of the IOPC, so if you are someone with relevant systems implementation experience, we would encourage you to apply.

Main Responsibility

Systems Development 

  • Work with the HCM Work Package in line with the agreed project plan, timescales and quality 
  • Work with the HCM Work Package leads to understand user requirements and translate this into system development documentation solutions 
  • Work with HCM Work Package leads to define the HCM solution, contributing experience and advise as needed 
  • Translate requirements into technical design specifications including workflow, integration and user experience, supported by detailed and agreed change documentation. 
  • Support the handover of new and / or enhanced business processes to end users to support the embedding of the business processes.  

Systems Management  

  • Work with the HCM project team and other stakeholders to advise and implement HCM and Payroll Bureau.  
  • Work with the HCM project team to develop system capabilities in line with the project scope with a view to driving the futureproofing of the application. 
  • Work with the HCM project team and suppliers to identify, test and ensure successful resolution of defects that have been escalated by the People Systems Team. 

ResourceLink /MyView 

  • Support on the development and implementation of HCM SAAS system functionality including but not limited to system testing, workflow, reporting, system integration and sign-off.  
  • Advise on the HCM transition of system configuration including the ongoing maintenance of system security, user profiles as well as updates to configuration to support the introduction of new system capability.  
  • Assist with transitioning current reporting to HCM variations to deliver a suite of easily accessible management reports aligned to user security privileges, organisational structure, and datasets, utilising RRS, BAM and PowerBI as appropriate 
  • Provide technical support and implementation advice and guidance to the Senior People Systems and Information Manager and People Systems Technical Lead.  

People Systems integration  

  • Work with HCM work package leads to design, develop, implement, and maintain the most effective technical solutions for efficient data transfer in support of system integration and performance reporting. 
  • Provide technical expertise to support the design and delivery of effective integration using SQL / XML across all People systems.

Data 

  • Support the management and maintenance of data quality to achieve a recognised ‘single version of the truth’ for all People directorate electronic data in the transition to HCM.

The Ideal Candidate

Essential requirements for this role:

  • Proven experience and capability of implementing and delivering ResourceLink HCM. 
  • Proven experience and capability of implementing and delivering ResourceLink HCM Payroll and Pension modules aligned to a Payroll Bureau service. 
  • Demonstrable experience and capability of delivering business reporting using the HCM RRS business reporting suite and PowerBI. 
  • Proven ability of effectively communicating and working with stakeholders to successfully deliver change initiatives. 
  • Proven ability to prioritise and manage workload effectively whilst maintaining high standards. 
  • Ability to work with minimum supervision in a fast-moving and demanding environment. 
  • Maintain own professional skills and capabilities by keeping abreast of current and emerging technologies, trends, supplier outlook. 
  • Excellent general IT skills including Excel, Word, Outlook and databases.  
  • Attention to detail and a high level of accuracy and consistency under pressure  

 

Desirable requirements for this role:

  • Proven experience of developing SQL and XML to support integration and single / two-way interfaces. 
  • Experience of developing BAM alerts and reporting. 
  • Further education qualification in HR or other relevant field such as Business Information Systems or clearly demonstrable experience in working in this field.

Reasonable Adjustments 

Hybrid working at the IOPC is based on business need and is balanced with the needs of our colleagues. You will be expected to put into practice a blend of remote, face-to-face and onsite working. Every role requires a need for both onsite and face to face working. Working like this means we can offer the best service to our internal and external service users and stakeholders. The location will depend on where the task is best completed, and the team typically meet approximately once a fortnight (this may vary) in Birmingham, Canary Wharf and Wakefield. This role does also include the occassional need to travel to our Cardiff, Sale and Croydon offices. Expenses incurred outside of your base location will be paid.

Part Time working will be considered. We are ideally looking for an individual that will be willing to work a minimum of 3 days and a maximum of 5 working days per week.

Additional Information:

The IOPC is not eligible to participate in the Civil Service transfer process, therefore successful candidates will not be able to transfer to the IOPC on their existing terms and conditions. The IOPC does not participate in the UK Visa Sponsorship Scheme therefore, candidates will have to provide evidence of their Right to Work in the UK if offered a role with us.
